Beza Consulting Engineers Strengthens Compliance Framework Following AfDB Debarment Release process

This document announces that Beza Consulting Engineers (BCE) has strengthened its compliance framework following the release of Mr. Gidey Gebremariam from conditional debarment by the African Development Bank (AfDB), effective November 21, 2024. The debarment, which began on August 31, 2023, prompted BCE to conduct a comprehensive review and enhance its internal compliance measures.

BCE engaged Burem Business Forensics as a consultant to assist in this process. Burem Business Forensics conducted audits, developed new policies and Standard Operating Procedures (SOPs), and provided extensive training to BCE staff on various integrity and compliance topics, including anti-bribery, ethics, whistleblowing, and procurement.

The document outlines key milestones in BCE’s Integrity Compliance Program (ICP) assessment with the AfDB, including the formal introduction of the consultant, comprehensive staff training, and the submission of company policies, SOPs, training materials, and an assessment report to the AfDB for review.

Furthermore, BCE has established a dedicated Compliance Monitoring and Evaluation Department staffed by three professionals, including a Compliance Officer. This department is responsible for introducing department-specific checklists, a communication plan, addressing questions, reinforcing the role of departmental leaders, producing compliance audit and implementation reports, maintaining the risk register, conducting regular staff training, and managing whistleblowing. A Compliance Committee has also been established to oversee these activities.

BCE reiterates its commitment to integrity and full compliance with AfDB standards, stating that these strategic steps are expected to significantly strengtahen the company’s governance framework and reinforce its position as a trusted industry leader.
